The V.D. Satheesan government tabled a financial White Paper, 'Kerala's Fiscal Health: A Status Report,' showing a ₹5.07 lakh crore debt burden. The report noted that committed expenditures (salaries, interest, and pensions) consume 77% of revenue, placing immediate implementation of the welfare pension hike to ₹3,000 under review pending fiscal consolidation.
Pre-budget reports indicate the pension hike to ₹3,000 per month (currently ₹2,000) is expected to be formally allocated in the June 19, 2026 state budget. Pension remains at ₹2,000 as of June 1, 2026 – implementation pending the budget session and GO issuance.
The UDF government's customary policy address delivered by Governor Rajendra Vishwanath Arlekar formally committed to raising social security and welfare pensions to ₹3,000 per month, although actual rollout remains phased and subject to the expert panel's upcoming Financial White Paper assessment.
